How to run perl or shell scripts in windows in secured environment without strawberry perl or Cygwin -

i need write perl or shell scripts in windows environment automation. please suggest freeware.

for perl tried padre perl post installation requires connection cpan proxy doesn't allows.hence unable identify modules once run perl scripts.

also running shell scripts tried cygwin unable identify loop statements while running shell scripts.

how should go ahead?

why don't use activestate? think best perl packaged system windows.
